The temperature of an environment is the chief factor, this is because it controls the rate of precipitation, and the rate of precipitation then controls the type of vegetation expected to grow in a given environment.

Regions with high rainfall have been known to display significantly better vegetation when compared to regions with low rainfall, in fact, rainfall is a strong factor that controls the formation of vegetation across lands but rainfall itself is controlled by temperature. the higher the temperature, the higher the rate of evaporation and precipitation.
